Luquan County, located in the third sector of Kunming, has shown a brilliant economic card this year. By focusing on transforming the economic development mode, the county's unique advantage in stone resources is currently forming a trend of industrial agglomeration and becoming a driving force for the economic and social development of the entire county. During yesterday's on-site observation at the Municipal Party Committee Work Conference, Lu Quan's vision of creating a "world sandstone town" was showcased, providing a good footnote for transforming "basic resources" into "developmental resources".
Qiu He, member of the Standing Committee of the Provincial Party Committee and Secretary of the Municipal Party Committee, once pointed out that economic resources can be divided into two types: basic resources and developmental resources. The transfer cost of basic resources worth 10 billion yuan is tens of thousands or even hundreds of millions of times the transfer cost of equivalent development resources. The reason is simple. For example, the transportation cost of 10 billion yuan for coal or oil is hundreds of millions of times the transfer cost of 10 billion yuan for talent, intellectual property, and patents. Knowledge is virtual, and transfer does not even require cost.
In the process of building Kunming into a regional international city, the "five bases" of advanced manufacturing, deep processing of resources, new energy industry, high-tech industry, and urban modern agriculture are necessary carriers for accelerating the internationalization of industrial development. For economically underdeveloped counties and districts, it is particularly necessary to introduce developmental resources and develop basic resources.
Luquan is the area with the most concentrated sandstone resources and the richest stone resources in our province. There are more than 30 kinds of proven stone materials in Luquan, of which sandstone is famous nationwide for its good structure, high hardness, smooth texture and stable background color. The proven reserves of resources are about 350 million cubic meters. The area that has been developed and utilized is about 1.7 square kilometers, and the annual mining output is about 25000 cubic meters.
How to further promote the healthy and better development of the stone industry in Luquan has become the main concern for the county party committee and government in the past two years. In 2010, Luquan County proposed the idea of gradually integrating, managing, and shutting down small-scale and non environmentally compliant roadside stone factories, introducing leading enterprises into the development of stone parks, and positioning the stone industry as a pillar industry for the county's industrial development. In the process of expanding and strengthening the stone industry, Luquan has selected and planned the Luquan Stone Industry Park, which covers an area of about 500 acres, to attract and integrate stone processing enterprises to gradually enter the park. It actively plans to build Luquan into the largest sandstone stone production area, exhibition area, and trading area in Yunnan and even China, and strives to create a unique and charming "World Sandstone Town".
It is reported that there are currently over 40 stone enterprises developing in Luquan, mainly including leading enterprises such as Tianxiong, Longhui, Xinchao, and Bangzhou. Among them, there are 2 enterprises with agreement investment exceeding 100 million yuan, 2 enterprises with agreement investment exceeding 50 million yuan, 3 enterprises with agreement investment exceeding 30 million yuan, and 5 enterprises with agreement investment exceeding 10 million yuan. 15 mines have been developed, and more than 2800 employees have been employed. The product has been upgraded from simple sheet metal processing to engineering specification boards, irregular lines, cylinders, carvings, handicrafts, etc., effectively increasing the added value of the product and playing a positive role in protecting the environment and saving resources. Stone products are sold throughout the country and exported to multiple countries and regions around the world, with an annual output value increasing at a rate of 30%. Through the driving force of leading enterprises, Luquan's stone industry has now formed an industrial cluster and increased the added value of stone products, with its own flagship products.
